No agreement yet between state, county on water rule

(Port Angeles) -- Clallam County is holding off on a memorandum of understanding with the state on a new water rule for the Dungeness Valley.
County commissioners this week again decided not to adopt the document that would outline how the county would implement parts of the Department of Ecology's new rule on water use. This is the second time this month commissioners have not approved the MOU.
The move came after two of the three commissioners had agreed to the document, but commissioner Mike Doherty didn't.
Eventually, commissioners rescinded approval of the document saying a split vote would send a bad message to the state.
Commissioners plan to take up the MOU again in a public meeting with Ecology officials.
The DOE's sweeping rules on new water use for the Dungeness Valley go into effect right after the first of the year.
