County to assume loan for Carlsborg sewer

(Port Angeles) -- Clallam County makes it official today, assuming a large loan from the state that once was issued to Clallam PUD.

The 10.5 million dollar loan was issued to help pay for a new sewer system in Carlsborg. County administrator Jim Jones says the county is taking over the loan in part because plans for the system have shifted since the first concept of a sewer for Carlsborg. Instead of the PUD building the sewer, the county will take over construction and operation.

Jones says for Carlsborg residents, they won't have to shoulder all the costs of building a new sewer system.The operational costs will be spread across the users, but not the capital costs.

Jones says bids are out for a consultant to develop plans for the collection portion of the sewer system. The county is still working on what will happen with the collected sewage. One plan would pipe it to Sequim's wastewater treatment plant, but treatment could still also happen in Carlsborg.

The county must put in a sewer system in order to satisfy state regulators who had banned development due to density and potential failure of septic systems in the area.
